George Wills served as assistant to Milton S. Eisenhower following Eisenhower's retirement as President of Johns Hopkins University in 1967. Although he was employed by Johns Hopkins University's Office of Public Relations, Wills's work chiefly related to Eisenhower's activity as a private citizen.

Eisenhower, former President of Johns Hopkins University, notably materials from his time as Chair of the U.S. Commission on the Causes and Prevention of Violence. The collection also includes materials related to Wills's work as Chair of the Citizens Commission on the Maryland Government. The collection spans 1954-1982, with the bulk of the collection from 1967 to 1971.
