Biographical / Historical

Dr. Poeliu Dai was born in China in 1908. He received his bachelors degree from the University of Shanghai in 1929 and his Ph.D in International Law and Relations from Johns Hopkins University in 1934. He taught at multiple universities throughout the 1930s into the late 1940s until becoming the chief secretary of the United Nations International Civil Aviation Organization. Among many other diplomatic missions on which he served, Dr. Dai was a technical counselor for the Commission on the Peace Treaty with Japan in 1948. He authored numerous articles on international law and diplomacy.
