Scope and Contents
This subseries contains subject files documenting issues of interest to the Senator from the time of his election to the Maryland General Assembly through his service in the U.S. Senate, ranging in date from 1959 to 1981 and including undated materials.
The file sequence began over at the beginning of each year, so following the development of a particular topic requires reviewing material in multiple boxes. See the Arrangement note for more information.

Arrangement
This subseries is arranged in its original order as kept by the Senator's staff, which was an alphabetical arrangement that repeated for each year. It is likely that this series mimics the arrangement seen in the Correspondence subseries, and likely corresponds to those dates ranges, i.e. the first alphabetical run grouping likely dates from 1961-1964, the second from 1965-1968, and thereafter repeats for each calendar year.
