Series 2, Administrative Records, encompasses a broad range of materials dating from 1947 to 1991. They include correspondence in addition to records of the institute's facilities, property, and personnel. Files pertaining to CBI's oceanographic research vessels of which the Ridgely Warfield was largest and most important are entitled "Catamaran," "Ship Operations," "UNOLS (University-National Oceanographic Laboratory System) Reports," and "Vessel."

The external correspondence largely concerns research grants and contracts administered by agencies such as the Army Corps of Engineers, the Atomic Energy Commission (AEC), the Department of Energy (DOE), the Energy Research and Development Administration (ERDA), the Environmental Protection Agency (EPA), the Maryland State Department of Natural Resources (DNR) and its Power Plant Siting Program, the National Science Foundation (NSF), and the U.S. Navy. Files listed under the headings of these agencies and others are arranged by project identification number, principal investigator, and project title where applicable. Included are research proposals, budgets, contracts, and progress reports. The subjects of investigation include such diverse matters as: the dredging of Baltimore Harbor, hydrography, nuclear power sources, plankton, power plant siting, suspended sediments, tides and currents, trace elements, and waste disposal. Raw data generated by these studies can be found in Series 5. CBI Reports based on the studies are located in Series 7.

Series 2 also includes the professional correspondence of Director James D. Ebert, as well as correspondence with the Chesapeake Research Consortium (CRC), of which the Johns Hopkins University was a member institution, along with the University of Maryland, the Smithsonian Institution, and the Virginia Institute of Marine Science. There is a section on Curriculum and Students in Oceanography. Finally, a number of papers authored by CBI staff, chiefly Donald Pritchard, have been included in this series so as not to disturb the order of the papers in Series 1, processed previously. The series is arranged alphabetically by file title.
